मोदीनगर। उत्तर प्रदेश उद्योग व्यापार मंडल ने 15 अक्टूबर 2026 से प्रस्तावित UPI MDR (Merchant Discount Rate) व्यवस्था को लेकर छोटे, मध्यम और फुटकर व्यापारियों के हितों पर चिंता जताई है। व्यापार मंडल ने सरकार से मांग की है कि नई व्यवस्था लागू करने से पहले इसके व्यापारियों पर पड़ने वाले आर्थिक प्रभाव का व्यापक अध्ययन किया जाए।
व्यापार मंडल ने कहा कि प्रस्तावित UPI MDR व्यवस्था को लागू करने से पहले प्रमुख व्यापारी संगठनों के प्रतिनिधियों के साथ भी विचार-विमर्श किया जाना चाहिए, ताकि छोटे कारोबारियों की वास्तविक समस्याओं और आर्थिक स्थिति को समझा जा सके।
छोटे व्यापारियों के लिए UPI भुगतान शुल्क-मुक्त रखने की मांग
व्यापार मंडल का कहना है कि छोटे और फुटकर व्यापारियों के लिए UPI भुगतान को यथासंभव शुल्क-मुक्त रखा जाना चाहिए। संगठन के मुताबिक केवल UPI के जरिए प्राप्त होने वाली मासिक राशि के आधार पर व्यापारियों की श्रेणी तय करना उचित नहीं होगा।
व्यापारियों की श्रेणी निर्धारित करते समय उनके वास्तविक व्यापारिक स्वरूप, कारोबार की प्रकृति और आर्थिक स्थिति को भी ध्यान में रखा जाना चाहिए। संगठन ने कहा कि यदि किसी श्रेणी में MDR लागू करना जरूरी माना जाता है, तो छोटे व्यापारियों को पर्याप्त और व्यावहारिक संरक्षण दिया जाना चाहिए।
डिजिटल भुगतान बढ़ने से व्यापार में आई सुविधा
व्यापार मंडल के अनुसार पिछले कुछ वर्षों में UPI और डिजिटल भुगतान का इस्तेमाल तेजी से बढ़ा है। इससे कारोबार में लेन-देन की पारदर्शिता बढ़ने के साथ भुगतान करना भी आसान हुआ है।
संगठन का कहना है कि यदि डिजिटल भुगतान पर अतिरिक्त शुल्क का बोझ बढ़ता है, तो छोटे व्यापारियों के साथ-साथ उपभोक्ताओं में भी डिजिटल भुगतान को लेकर हिचक पैदा हो सकती है। व्यापार मंडल ने आशंका जताई कि शुल्क बढ़ने की स्थिति में कुछ ग्राहक और व्यापारी दोबारा नकद लेन-देन की ओर लौट सकते हैं।
डिजिटल भुगतान के विरोध में नहीं है व्यापार मंडल
व्यापार मंडल ने स्पष्ट किया कि वह डिजिटल भुगतान व्यवस्था का विरोध नहीं करता। संगठन का कहना है कि वह UPI की सरलता, विश्वसनीयता और व्यापक स्वीकार्यता को बनाए रखने के पक्ष में है।
संगठन ने सरकार से अपील की कि डिजिटल इंडिया के उद्देश्य को मजबूत रखते हुए छोटे और फुटकर व्यापारियों के आर्थिक हितों की भी रक्षा की जाए।
सरकार से MDR व्यवस्था पर पुनर्विचार की मांग
उत्तर प्रदेश उद्योग व्यापार मंडल ने प्रधानमंत्री और सरकार से 15 अक्टूबर 2026 से प्रस्तावित MDR व्यवस्था पर पुनर्विचार करने की मांग की है। संगठन ने कहा कि नई व्यवस्था लागू करने से पहले व्यापारियों पर इसके संभावित आर्थिक प्रभाव का आकलन किया जाना चाहिए और छोटे कारोबारियों को यथासंभव राहत दी जानी चाहिए।
UPI MDR System: Traders Seek Relief for Small and Retail Businesses
Modinagar: The Uttar Pradesh Industry Trade Board has expressed concern over the proposed UPI MDR (Merchant Discount Rate) system, reportedly scheduled to take effect from October 15, 2026. The trade body has urged the government to conduct a detailed assessment of its potential financial impact on small, medium-sized and retail traders before implementing the proposed system.
The trade body also called for consultations with representatives of major trader organizations to understand the practical impact of the proposed UPI MDR system on businesses.
Traders Seek Fee-Free UPI Payments for Small Businesses
The trade body has demanded that UPI payments for small and retail traders should remain free of charge as far as possible.
According to the organization, traders should not be classified solely on the basis of their monthly UPI transaction value. Their actual business structure, nature of operations and financial condition should also be considered while determining applicable categories.
The organization said that if MDR is considered necessary for any category, adequate and practical safeguards should be provided to small traders.
Concerns Over the Impact on Digital Payments
The trade body said that the growing use of UPI and digital payments in recent years has improved transparency and convenience in transactions.
It expressed concern that any additional cost on digital payments could make both traders and consumers more hesitant to use UPI. According to the organization, higher costs could potentially encourage some users to return to cash transactions.
Trade Body Says It Does Not Oppose Digital Payments
The Uttar Pradesh Industry Trade Board clarified that it is not opposed to digital payments. Instead, it wants to preserve the simplicity, reliability and widespread acceptance of UPI.
The organization urged the government to protect the interests of small traders while continuing to strengthen the objectives of Digital India.
Government Urged to Reconsider Proposed UPI MDR System
The trade body has appealed to the Prime Minister and the government to reconsider the proposed UPI MDR system from October 15, 2026 and provide relief to small and retail traders wherever possible.
It also called for a detailed assessment of the economic impact of the proposed system and consultation with trader organizations before any new MDR framework is implemented.
