नई दिल्ली: विश्वविद्यालयों और उच्च शिक्षण संस्थानों में जातिगत भेदभाव से निपटने के लिए बनाए गए UGC Equity Regulations 2026 को लेकर केंद्र सरकार ने सुप्रीम कोर्ट में बड़ा अपडेट दिया है। केंद्र ने गुरुवार को अदालत को बताया कि विश्वविद्यालय अनुदान आयोग (UGC) के Promotion of Equity in Higher Education Institutions Regulations, 2026 पर सरकार दोबारा विचार कर रही है।
केंद्र की ओर से पेश सॉलिसिटर जनरल तुषार मेहता ने सुप्रीम कोर्ट की पीठ को बताया कि 2026 के UGC Equity Regulations फिलहाल पुनर्विचार के अधीन हैं। उन्होंने अदालत से अनुरोध किया कि जब तक सरकार की ओर से पुनर्विचार की प्रक्रिया पूरी नहीं हो जाती, तब तक मामले में तय किए जाने वाले सवालों को तैयार करने की प्रक्रिया टाल दी जाए।
सुप्रीम कोर्ट ने चार सप्ताह के लिए सुनवाई टाली
इस जानकारी के बाद सुप्रीम कोर्ट ने UGC Equity Regulations 2026 को चुनौती देने वाली याचिकाओं की सुनवाई चार सप्ताह के लिए स्थगित कर दी।
मामले की सुनवाई भारत के मुख्य न्यायाधीश सूर्यकांत, न्यायमूर्ति जॉयमाल्या बागची और न्यायमूर्ति वी. मोहना की पीठ कर रही है।
जनवरी में सुप्रीम कोर्ट ने Regulations पर लगाई थी रोक
इससे पहले जनवरी 2026 में सुप्रीम कोर्ट ने UGC Equity Regulations 2026 के संचालन पर रोक लगा दी थी। अदालत ने प्रथम दृष्टया माना था कि नियमों में कुछ प्रावधान अस्पष्ट हैं और उनका दुरुपयोग किए जाने की संभावना हो सकती है।
इन नियमों का उद्देश्य कॉलेजों और विश्वविद्यालयों में जाति आधारित भेदभाव को रोकना और उच्च शिक्षा संस्थानों में समानता को बढ़ावा देना है।
रोहित वेमुला और पायल तडवी के परिवार की ओर से भी दलील
सुनवाई के दौरान वरिष्ठ अधिवक्ता इंदिरा जयसिंह, अधिवक्ता दिशा वाडेकर की सहायता से, रोहित वेमुला और पायल तडवी की माताओं की ओर से पेश हुईं। दोनों की मौत आत्महत्या के रूप में हुई थी और उनके मामलों में जातिगत भेदभाव के आरोप सामने आए थे।
इंदिरा जयसिंह ने अदालत से आग्रह किया कि केंद्र सरकार के पुनर्विचार की प्रक्रिया के लिए एक समयसीमा तय की जाए, ताकि मामले में अनिश्चितता लंबे समय तक बनी न रहे।
क्या है UGC Equity Regulations 2026?
UGC Promotion of Equity in Higher Education Institutions Regulations, 2026 का उद्देश्य उच्च शिक्षण संस्थानों में छात्रों और अन्य सदस्यों के साथ जाति के आधार पर होने वाले भेदभाव को रोकने के लिए एक नियामक ढांचा तैयार करना है।
हालांकि, इन नियमों के कुछ प्रावधानों को लेकर सवाल उठाए गए हैं। याचिकाकर्ताओं ने नियमों की भाषा और उनके संभावित प्रभाव पर आपत्ति जताई है। सुप्रीम कोर्ट ने भी जनवरी में प्रथम दृष्टया नियमों को अस्पष्ट बताते हुए इनके संचालन पर रोक लगा दी थी।
अब केंद्र सरकार द्वारा नियमों पर पुनर्विचार किए जाने के बाद इस मामले में अगला कदम सरकार के फैसले पर निर्भर करेगा। सुप्रीम कोर्ट करीब चार सप्ताह बाद मामले की सुनवाई फिर करेगा।
UGC Equity Regulations 2026 Under Reconsideration, Centre Tells Supreme Court
New Delhi: The Centre on Thursday informed the Supreme Court that it is reconsidering the UGC Promotion of Equity in Higher Education Institutions Regulations, 2026, which were framed to address caste-based discrimination in colleges and universities.
Following the submission, the Supreme Court adjourned the batch of petitions challenging the UGC Equity Regulations 2026 for four weeks.
Centre asks Supreme Court to defer framing of questions
Solicitor General of India Tushar Mehta informed the bench that the 2026 UGC regulations were currently under reconsideration by the Union Government.
Mehta requested the court to defer the formulation of questions that need to be determined in the case until the government’s reconsideration process is completed.
The matter is being heard by a bench comprising Chief Justice of India Surya Kant, Justice Joymalya Bagchi and Justice V. Mohana.
Supreme Court had stayed regulations in January
The development comes months after the Supreme Court stayed the operation of the UGC Equity Regulations 2026 in January.
At the time, the court had prima facie observed that certain provisions of the regulations appeared vague and could potentially be misused.
The regulations were introduced with the objective of promoting equity and preventing caste discrimination in higher educational institutions.
Rohit Vemula and Payal Tadvi’s families seek timeline
Senior Advocate Indira Jaising, assisted by Advocate Disha Wadekar, appeared for the mothers of Rohit Vemula and Payal Tadvi, who died by suicide after facing allegations of caste discrimination.
Jaising submitted that the court should consider fixing a timeline for the Union Government to take a decision on the regulations.
The submission came amid the Centre’s request to wait for the outcome of its reconsideration process before the court frames the legal questions involved in the petitions.

The UGC Promotion of Equity in Higher Education Institutions Regulations, 2026 were formulated to establish a framework aimed at promoting equality and addressing caste-based discrimination in colleges and universities.
The regulations have faced legal challenges over the wording and scope of some of their provisions. The Supreme Court’s January order had also raised concerns, at the preliminary stage, about the possibility of vague provisions being misused.
With the Union Government now reconsidering the regulations, the future shape of the 2026 framework could depend on the outcome of that process.
The Supreme Court has now deferred further proceedings in the batch of petitions for four weeks.
