Bihar Flood Relief के दौरान सारण जिले से पुलिस अधिकारी के व्यवहार का मामला सामने आया है। मकेर थाना प्रभारी संग्राम कुमार सिंह का एक वीडियो सोशल मीडिया पर वायरल हुआ, जिसमें वह बाढ़ राहत सामग्री लेने के लिए जुटे लोगों की ओर अपनी सर्विस पिस्टल दिखाते या लहराते नजर आ रहे हैं। वीडियो सामने आने के बाद पुलिस प्रशासन ने मामले को गंभीरता से लेते हुए SHO को निलंबित कर दिया।
बिहार बाढ़ राहत वितरण के दौरान क्या हुआ?
मामला बिहार के सारण जिले के मकेर थाना क्षेत्र का है। रिपोर्टों के मुताबिक, बाढ़ प्रभावित लोगों के बीच राहत सामग्री का वितरण किया जा रहा था। इस दौरान बड़ी संख्या में ग्रामीण राहत सामग्री लेने के लिए मौके पर मौजूद थे। इसी दौरान भीड़ को नियंत्रित करने को लेकर स्थिति तनावपूर्ण होने की बात सामने आई।
पुलिस की ओर से बताया गया कि कुछ असामाजिक तत्व राहत वितरण में बाधा डाल रहे थे। इसी दौरान मकेर SHO संग्राम कुमार सिंह ने अपनी पिस्टल निकाली। वायरल वीडियो में वह लोगों की दिशा में पिस्टल दिखाते हुए नजर आ रहे हैं।
हालांकि, पिस्टल निकालने के पीछे उस समय की पूरी परिस्थिति क्या थी और मौके पर वास्तव में क्या हुआ, इसे लेकर विभागीय जांच की जा रही है। इसलिए किसी व्यक्ति को गोली मारने या निश्चित रूप से जान से मारने की धमकी देने जैसी बात को जांच पूरी होने से पहले अंतिम तथ्य नहीं माना जा सकता।
वीडियो वायरल होने के बाद SHO सस्पेंड
घटना का वीडियो सोशल मीडिया पर सामने आने के बाद मामला पुलिस के वरिष्ठ अधिकारियों तक पहुंचा। इसके बाद सारण के SSP रोशन कुमार ने मकेर थाना प्रभारी संग्राम कुमार सिंह को तत्काल प्रभाव से निलंबित कर दिया।
पुलिस के अनुसार, प्रथमदृष्टया SHO का यह व्यवहार कर्तव्य में गंभीर लापरवाही, अनुशासनहीनता और मनमाने रवैये से जुड़ा पाया गया। मामले में विभागीय जांच के आदेश भी दिए गए हैं।
निलंबन के दौरान क्या होगा?
निलंबन अवधि के दौरान संग्राम कुमार सिंह को नियमों के अनुसार निर्वाह भत्ता दिया जाएगा। रिपोर्टों के मुताबिक, उन्हें पुलिस केंद्र/पुलिस लाइन में रखा गया है। वह करीब छह महीने पहले मकेर थाना प्रभारी के पद पर तैनात हुए थे।
बाढ़ प्रभावित लोगों के बीच हुआ मामला
यह मामला ऐसे समय सामने आया जब बिहार के कई इलाकों में बाढ़ की स्थिति बनी हुई थी और प्रभावित लोगों तक राहत सामग्री पहुंचाई जा रही थी। राहत वितरण के दौरान बड़ी संख्या में लोगों के जुटने के बीच पुलिस की जिम्मेदारी भीड़ को नियंत्रित करने और वितरण व्यवस्था बनाए रखने की थी।

According to the police action, the officer’s conduct was prima facie linked to serious negligence of duty, indiscipline and arbitrary conduct. A departmental inquiry has also been ordered to examine the circumstances surrounding the incident.
What Happens During the Suspension?
During the suspension period, Sangram Kumar Singh will receive a subsistence allowance according to applicable rules. Reports state that he has been attached to the police centre/police lines during the suspension.
He had reportedly taken charge as the Maker SHO around six months earlier.

The incident comes at a time when several parts of Bihar were dealing with flood-related problems and relief materials were being distributed among affected residents.
