US Accuses China of Dodging Tariffs Through India and 40+ Countries
US Accuses China of Bypassing Tariffs Through Third Countries
New Delhi: The trade dispute between the United States and China has taken another turn after the White House accused China of using more than 40 countries to bypass US tariffs.
According to a White House report, Chinese goods were allegedly routed through countries facing lower US import duties before reaching the American market.
The countries mentioned in the report include India, Canada, Mexico, Japan and South Korea, along with several other trading partners.
What Is Transshipment?
The practice at the centre of the US allegations is known as transshipment.
Transshipment involves moving goods through a third country before they reach their final destination. The White House claims China has used third countries as stopovers and, in some cases, repackaged goods or changed documentation to conceal their actual country of origin.
The US described the alleged practice as a sophisticated network designed to avoid higher tariffs.
Up to $300 Billion in Goods Allegedly Routed Through Third Countries
The White House cited government and private-sector estimates suggesting that between $30 billion and approximately $300 billion worth of goods may have been moved from countries facing higher tariffs through countries with lower rates.
The estimates vary significantly, and the figures cited by the White House do not represent a single independently verified total.
India, Canada, Mexico, Japan and South Korea Named
The White House report names more than 40 countries that it says have been involved in routes used to circumvent US tariffs.
Among the countries mentioned are:
- India
- Canada
- Mexico
- Japan
- South Korea
- Other US trading partners
The US administration argues that China has taken advantage of differences in tariff rates between countries to maintain indirect access to the American market.
US Uses AI to Detect Tariff Evasion
The White House report also said the United States has deployed artificial intelligence tools to identify potential transshipment activity.
AI can potentially help authorities examine large volumes of trade records, shipping information and other patterns to identify suspicious movements of goods.
The move highlights the growing role of technology in enforcing international trade rules.
China Rejects US Tariff Measures
China has opposed US tariff measures and what it described as the use of state power to target Chinese companies.
A spokesperson for the Chinese embassy in Washington said that trade wars have no winners and argued that unilateral actions involving transshipped goods should not target or harm third countries.
The Chinese government has consistently criticised US trade restrictions and tariffs targeting Chinese products and companies.
Report Could Strengthen Trump’s Bargaining Position
The White House report comes at a sensitive time for US-China trade relations.
The allegations could become an important issue in negotiations between US President Donald Trump and Chinese President Xi Jinping.
Chang Pao Li, an associate professor of economics at Singapore Management University, said the report could strengthen Washington’s negotiating position.
According to her assessment, the US could argue that China has maintained indirect access to the American market and that any broader trade agreement would therefore need to address not only direct Chinese exports but also shipments routed through third countries.
Why the Issue Matters for India
India’s inclusion in the report is particularly significant because the country is an important trading partner of both the United States and China.
However, being named in the report does not by itself establish that the Indian government deliberately helped China evade US tariffs.
The allegations could nevertheless lead to greater scrutiny of supply chains, country-of-origin documentation and exports routed through third countries.
What Happens Next?
The US allegations could lead to tighter scrutiny of international supply chains and increased checks on the origin of imported goods.
For businesses, exporters and importers, stricter enforcement could mean greater attention to documentation, product origin and shipping routes.
The issue is also likely to become part of the broader US-China trade negotiations as both countries attempt to protect their economic interests.
