मोदीनगर/गाजियाबाद: मोदीनगर के बेगमाबाद स्थित जामा मस्जिद परिसर में आज नगर पालिका परिषद और तहसील प्रशासन द्वारा कथित अवैध अतिक्रमण के खिलाफ बड़ी कार्रवाई की जाएगी। प्रशासन द्वारा मस्जिद प्रबंधन समिति को 6 जून 2026 को अवैध निर्माण स्वयं हटाने के लिए दो दिन का समय दिया गया था, जिसकी अवधि समाप्त होने के बाद अब ध्वस्तीकरण की तैयारी पूरी कर ली गई है।
प्रशासनिक अधिकारियों के अनुसार बेगमाबाद जामा मस्जिद परिसर में नगर पालिका (आईएमसी) की लगभग 700.9 वर्गमीटर सरकारी भूमि पर अवैध कब्जा कर निर्माण किया गया था। आरोप है कि इस भूमि पर 13 दुकानें और एक गोदाम बनाकर किराये पर दिए गए थे तथा उनका किराया जामा मस्जिद प्रबंधन समिति द्वारा नियमित रूप से वसूला जाता रहा।
नगर पालिका परिषद मोदीनगर के अधिकारियों का कहना है कि इस मामले में कई बार नोटिस जारी किए गए, लेकिन प्रबंधन समिति की ओर से कोई संतोषजनक जवाब प्रस्तुत नहीं किया गया। इसके बाद प्रशासन ने कानूनी प्रक्रिया के तहत कार्रवाई का निर्णय लिया।
अधिशासी अधिकारी नगर पालिका परिषद की रिपोर्ट दिनांक 27 जुलाई 2020 के अनुसार, जामा मस्जिद बेगमाबाद के प्रबंधक मौलाना आरिफ के कब्जे में खसरा संख्या 1014 स्थित 700.9 वर्गमीटर भूमि पाई गई थी। रिपोर्ट में उल्लेख किया गया कि सरकारी दर 90 रुपये प्रति वर्गमीटर प्रतिमाह के हिसाब से जून 2000 से जुलाई 2021 तक कुल 253 माह का किराया 1 करोड़ 59 लाख 64 हजार 300 रुपये बनता है।
इसके अतिरिक्त अवैध निर्माण और भूमि उपयोग से संबंधित क्षतिपूर्ति राशि 7 लाख रुपये निर्धारित की गई है। विवादित भूमि का सरकारी मूल्यांकन 5,500 रुपये प्रति वर्गमीटर की दर से लगभग 38 लाख 55 हजार रुपये आंका गया है। प्रशासनिक खर्च जोड़ने के बाद कुल देय राशि 2 करोड़ 5 लाख 23 हजार 300 रुपये बताई गई है।
रिपोर्ट में यह भी कहा गया है कि जुलाई 2021 के बाद की अवधि के लिए 63 हजार 100 रुपये प्रतिमाह की दर से अतिरिक्त हर्जाना और अर्थदंड निर्धारित किया जाना उचित होगा। प्रशासन का कहना है कि सरकारी भूमि को अतिक्रमण मुक्त कराने के साथ-साथ सभी देय राशियों की वसूली भी नियमानुसार की जाएगी।
आज प्रस्तावित कार्रवाई को देखते हुए क्षेत्र में भारी पुलिस बल और प्रशासनिक अधिकारियों की तैनाती की जा रही है। किसी भी अप्रिय स्थिति से निपटने के लिए सुरक्षा के विशेष इंतजाम किए गए हैं। प्रशासन ने स्थानीय लोगों से शांति बनाए रखने और कानून का पालन करने की अपील की है।
लंबे समय से चर्चा में रहे इस मामले पर अब सभी की नजरें प्रशासन की कार्रवाई पर टिकी हुई हैं। अधिकारियों का कहना है कि सरकारी भूमि पर किसी भी प्रकार का अवैध कब्जा बर्दाश्त नहीं किया जाएगा और नियमानुसार कार्रवाई जारी रहेगी।
Modinagar Administration to Act Against Alleged Encroachment at Begamabad Jama Masjid
Modinagar, Ghaziabad: The Modinagar Municipal Council and local administration are set to carry out a major demolition drive today against alleged illegal constructions at the Begamabad Jama Masjid premises. The administration had given the mosque management committee two days, on June 6, 2026, to remove the structures voluntarily. With the deadline now over, authorities have completed preparations for the demolition operation.
According to officials, approximately 700.9 square meters of municipal government land was allegedly encroached upon within the Begamabad Jama Masjid premises. Authorities claim that 13 shops and one warehouse were constructed on the disputed land and rented out, with rental income reportedly being collected by the mosque management committee.
Municipal officials stated that multiple notices had been issued regarding the matter. However, no satisfactory response was received from the management, prompting authorities to proceed with legal action.
As per a report submitted by the Executive Officer of the Modinagar Municipal Council on July 27, 2020, the disputed land under Khasra No. 1014 measuring 700.9 square meters was found under unauthorized occupation. The report estimated that, at the government rate of ₹90 per square meter per month, rent dues from June 2000 to July 2021 amounted to approximately ₹1.59 crore.
Additionally, compensation for unauthorized construction and land usage has been assessed at ₹7 lakh. The government valuation of the disputed land has been calculated at approximately ₹38.55 lakh, based on a rate of ₹5,500 per square meter. Including administrative charges, the total recoverable amount has been estimated at ₹2.05 crore.
The report further recommended additional penalties and damages at the rate of ₹63,100 per month for the period after July 2021. Authorities have stated that the government land will be freed from encroachment and all recoverable dues will be collected in accordance with legal provisions.
In view of the proposed demolition, police personnel and administrative officers have been deployed across the area. Security arrangements have been strengthened to maintain law and order during the operation.
The case has remained a topic of local discussion for a long time, and all eyes are now on the administration’s action. Officials have reiterated that illegal occupation of government land will not be tolerated and legal measures will continue as per established procedures.
