मेरठ में अवैध निर्माण: सुप्रीम कोर्ट ने मेरठ के Zone-A में चिन्हित 16,726 अवैध और अनधिकृत निर्माणों को लेकर कार्रवाई तेज करने के निर्देश दिए हैं। अदालत के सामने पेश की गई रिपोर्ट के अनुसार, इन निर्माणों में आवासीय, आवासीय-सह-गैर-आवासीय और गैर-आवासीय संपत्तियां शामिल हैं। सुप्रीम कोर्ट ने कार्रवाई की प्रक्रिया में पहले परिसर खाली कराने और उसके बाद सीलिंग तथा ध्वस्तीकरण की प्रक्रिया आगे बढ़ाने के निर्देश दिए हैं।
मेरठ Zone-A में 16,726 अवैध निर्माण चिन्हित
रिपोर्ट के अनुसार, मेरठ के Zone-A में कुल 16,726 अवैध या अनधिकृत निर्माण चिन्हित किए गए हैं। इनमें 12,907 आवासीय, 874 आवासीय-सह-गैर-आवासीय और 2,945 गैर-आवासीय निर्माण शामिल हैं।
यह आंकड़ा केवल Zone-A से संबंधित है। इसलिए इसे पूरे मेरठ में मौजूद अवैध निर्माणों की कुल संख्या नहीं माना जाना चाहिए।
अवैध निर्माणों पर कैसे होगी कार्रवाई?
सुप्रीम कोर्ट के निर्देश के अनुसार, चिन्हित परिसरों को कार्रवाई से पहले खाली कराने की प्रक्रिया अपनाई जाएगी। इसके बाद संबंधित परिसरों को सील किया जाएगा और फिर अवैध निर्माणों के ध्वस्तीकरण की कार्रवाई आगे बढ़ाई जाएगी।
अदालत ने संबंधित अधिकारियों को कार्रवाई की प्रक्रिया में तेजी लाने के निर्देश भी दिए हैं।
Zone-B, Zone-C और Zone-D की भी मांगी गई रिपोर्ट
सुप्रीम कोर्ट ने मेरठ के अन्य जोन की स्थिति की भी विस्तृत जानकारी मांगी है। अदालत ने Zone-B, Zone-C और Zone-D में मौजूद अनधिकृत निर्माणों से संबंधित रिपोर्ट पेश करने को कहा है।
इन तीनों जोन में कितने अवैध या अनधिकृत निर्माण चिन्हित किए गए हैं और उनके खिलाफ क्या कार्रवाई हुई है, इसकी जानकारी अगली सुनवाई में अदालत के सामने रखी जाएगी।
उल्देपुर की कथित अवैध कॉलोनियों की जांच
सुप्रीम कोर्ट ने मेरठ के ग्राम उल्देपुर में विकसित हुई कथित अवैध आवासीय कॉलोनियों की भी जांच के निर्देश दिए हैं।
इस मामले की जांच के लिए पूर्व सुप्रीम कोर्ट न्यायाधीश न्यायमूर्ति सुधांशु धूलिया की अध्यक्षता में न्यायिक आयोग बनाया गया है। आयोग यह जांच करेगा कि संबंधित जमीन सरकारी है या निजी, जमीन के मालिक कौन हैं और जमीन की खरीद-बिक्री किस प्रक्रिया के तहत हुई।
इसके साथ ही यह भी जांच की जाएगी कि आवश्यक अनुमति के बिना इन कॉलोनियों का विकास कैसे हुआ और इसमें मेरठ विकास प्राधिकरण (MDA) की क्या भूमिका रही।
यदि जांच के दौरान अधिकारियों की मिलीभगत या लापरवाही सामने आती है, तो जिम्मेदार अधिकारियों की पहचान किए जाने की बात भी आदेश में शामिल है।
44 सील संपत्तियों और 138 निर्माणों पर भी कार्रवाई
सुप्रीम कोर्ट के सामने पहले से सील की गई 44 संपत्तियों की स्थिति भी पेश की गई। रिपोर्ट के अनुसार, इनमें से 20 संपत्तियों में अवैध निर्माण हटाया जा चुका है, जबकि बाकी 24 संपत्तियों पर कार्रवाई पूरी करने के निर्देश दिए गए हैं।
इसके अलावा अनिवार्य setback area में किए गए अनधिकृत निर्माण से जुड़ी 201 संपत्तियां चिन्हित की गई थीं। इनमें से 63 संपत्तियों में कार्रवाई पूरी हो चुकी है, जबकि 138 संपत्तियों में कार्रवाई जारी है।
9 दिसंबर 2026 को होगी अगली सुनवाई
सुप्रीम कोर्ट ने मामले की अगली सुनवाई 9 दिसंबर 2026 को निर्धारित की है। अगली सुनवाई में Zone-B, Zone-C और Zone-D की स्थिति के साथ-साथ Zone-A में हुई कार्रवाई और उल्देपुर मामले की जांच की प्रगति से संबंधित रिपोर्ट अदालत के सामने रखी जाएगी।
फिलहाल मेरठ में कार्रवाई का प्रमुख आधार Zone-A में चिन्हित 16,726 अनधिकृत निर्माण, उल्देपुर की कथित अवैध कॉलोनियां और पहले से चिन्हित अन्य अनधिकृत निर्माण हैं। आगे की कार्रवाई संबंधित अधिकारियों द्वारा सुप्रीम कोर्ट के निर्देशों के अनुसार की जाएगी।
Supreme Court Orders Action Against 16,726 Illegal Constructions in Meerut
The Supreme Court has directed authorities to expedite action against 16,726 illegal and unauthorised constructions identified in Zone-A of Meerut. According to the report placed before the court, the identified properties include residential, residential-cum-non-residential and non-residential constructions.
The court has directed that the premises be vacated first, followed by sealing and further action for demolition of the unauthorised constructions.
16,726 Illegal Constructions Identified in Meerut Zone-A
According to the report submitted before the Supreme Court, 16,726 illegal or unauthorised constructions have been identified in Zone-A of Meerut.
The figure includes:
- 12,907 residential constructions
- 874 residential-cum-non-residential constructions
- 2,945 non-residential constructions
The figure of 16,726 relates specifically to Zone-A and should not be treated as the total number of illegal constructions across the entire Meerut area.
Supreme Court Directs Action Against Unauthorised Constructions
The Supreme Court has directed that the identified premises should first be vacated as part of the enforcement process. The properties will then be sealed, followed by further proceedings for the demolition of unauthorised constructions.
The authorities have also been directed to speed up the implementation of the court’s directions.
Reports Sought From Zone-B, Zone-C and Zone-D
The Supreme Court has also sought detailed reports regarding unauthorised constructions in Zone-B, Zone-C and Zone-D of Meerut.
The status of these three zones, including the number of identified unauthorised constructions and action taken against them, is expected to be placed before the court at the next hearing.
Probe Ordered Into Alleged Illegal Colonies in Uldepur
The Supreme Court has also ordered an inquiry into alleged unauthorised residential colonies developed in Uldepur village on the outskirts of Meerut.
A judicial commission headed by former Supreme Court judge Justice Sudhanshu Dhulia has been constituted to examine the matter.
The commission will examine whether the land involved is government or private land, identify the landowners and examine how the land was bought and sold. It will also look into how the residential colonies were developed without the required permissions.
The role of the Meerut Development Authority (MDA) will also be examined. If negligence or involvement of officials is found during the inquiry, the responsible officials are to be identified.
Action Against 44 Sealed Properties and 138 Constructions
The status of 44 properties that had already been sealed was also placed before the Supreme Court.
According to the report, unauthorised construction has already been removed from 20 properties, while directions have been issued to complete action against the remaining 24 properties.
In addition, 201 properties involving unauthorised construction in mandatory setback areas had been identified. Action has been completed in 63 properties, while proceedings concerning the remaining 138 properties are ongoing.
Next Supreme Court Hearing on December 9, 2026
The Supreme Court has scheduled the next hearing in the matter for December 9, 2026.
The court is expected to consider the status reports for Zone-B, Zone-C and Zone-D, along with the progress of action in Zone-A and the inquiry concerning alleged illegal colonies in Uldepur.
For now, the action concerns the 16,726 unauthorised constructions identified in Zone-A, the alleged unauthorised colonies in Uldepur and other previously identified unauthorised constructions. Further action will be carried out by the concerned authorities in accordance with the Supreme Court’s directions.
